Make a biscuit dough of the first seven ingredients.
Roll to ½ inch thickness.
Sprinkle with sugar and raisins.
Roll up and cut into 1-inch sections.
Grease pan, sprinkle with sugar and dot with butter.
Place biscuits on this (you may also use muffin tins) with cut side up.
Bake in a hot oven for 10 minutes.
